English Language Development

Program Overview

The English language development (ELD) program provides English language learners (ELL) with the opportunity to attain grade level academic expectations and English language support each instructional day.

Students receive specialized instruction in the areas of grammar, sentence structure and vocabulary based on their English proficiency levels as determined by the English Language Proficiency Assessments for California (ELPAC).

Assessment

ELD focuses on the California English Language Development Standards in the areas of listening, speaking, reading and writing. Students are regularly assessed to ensure appropriate placement and instruction. 

The ELPAC is administered as an initial assessment to newly enrolled ELL students and annually as an assessment of ELL students in kindergarten through twelfth grade in California public schools.

The ELPAC:

  • Identifies limited English proficient (LEP) students;
  • Determines the English language proficiency levels of LEP students; and
  • Assesses the progress of LEP students in acquiring the skills of listening, speaking, reading, and writing in English.
